Yes.  Lake Oswego’s lake called “Oswego Lake” is a private lake and privately maintained by the Lake Corp and shareholders of the lake. If you want to enjoy the lake with your kayak or SUP or if you would like a powerboat on the lake, you will either need to purchase a Lake Oswego waterfront home  or you will need to find a neighborhood with an easement to the lake.
